ORGANIZATION
The ministry of
Reconstruction and resettlement (MR & R) will be led by a Minister, and
supported by the Minister of state and the Deputy Minister. The ministry
will be responsible for ensuring its overall goals, vision, and mission.
It will keep the rest of the government informed about its activities and
will ensure co-ordination at the highest levels. The ministry will be the
public face and in this capacity will meet with a broad range of its
partners and beneficiaries to build participation and understanding. It
will help develop policies and strategic plans and will work to ensure
they are carried out. The minister, being the head of ministry, will work
directly with senior donor representatives to assure funding for national
reconstruction and sustainable development and will be the final authority
within MR & R on all matters pertaining to the Ministry.
The Deputy Minister will
have the authority to act as a substitute for the Minister in his absence,
and therefore, should be fully involved in all policy matters and at all
times

MR &R’s Professional Staff
In addition to its
professional staff needs at the headquarters in the capital city of the
nation, MR&R needs to hire employees for its regional and district-level
offices. At the minimum, MR&R will have:

A Director General

Directors
-
Legal Advisor
-
Managers
-
Project officers
-
Monitoring and evaluations officers

Financial management and procurement staff

Regional co-ordinators
-
District co-ordinators, one in each district in the country

Community development officers
-
Civil engineers
MR&R will seek international
support to hire a number of experience technical advisers to support the
professional staff. The technical advisers will work closely with the
offices of the ministry, Deputy Minister and General Director.
2. MR&R’s Support
The
professional staff in the headquarters and district offices will be
supported by data clerks, secretaries, drivers, office attendants,
security guards, radio camera technicians and others.
