“Quick Glance of the Vision, Goals and the Structure of the Ministry “

 Vision of the Ministry

•To plan and develop a sustainable infrastructure rehabilitation and recovery program.

•To develop a uniform standard code for infrastructure design and construction.

•To empower regional entities to develop sound programs through the use of local talents and resources.

•To identify and develop permanent user-based funding source for all infrastructure construction and rehabilitation.

 Short-Term Goals of the Ministry

•Setup a comprehensive national agenda for the Ministry.

•Setup a tentative funding source for the transitional period.

•Setup an accounting and survey program on the state of the infrastructure in Somalia.

•Identify areas of the infrastructure that require urgent attention.

•Setup a recovery and reappropriation program for all governmental assets lost in the civil war.

•Identify all infrastructure on the basis of national, regional or local importance.

 Long-Term Goals of the Ministry

•To rehabilitate and reconstruct all infrastructure destroyed during civil war.

•To setup a cyclical rehabilitation and reconstruction program based on the infrastructure’s design life span and capacity.

•Setup a regional liaison offices to train and empower regional government entities.

•To locally develop technologies and materials for building a low cost housing for the community.

•To setup a national program for public housing and urban planning and development.

Department of Roads, Materials and Machinery

•This department will be responsible for the development and implementation of viable and sustainable roadways, ports and airport infrastructure programs. The work mandated to this department includes planning, design and implementation, funding and awarding contracts for infrastructure reconstruction and rehabilitation.

•This department will also be responsible for the maintenance and management of infrastructure. Work also includes monitoring infrastructure and scheduling  for routine maintenance and upkeeps.

 Department of Administration and Personnel Services

•This department will be mandated to manage the Ministry’s assets and facilities. All procurement of services and goods for the day to day operations of the Ministry is handled through this department.

•This department will also be responsible for the acquisition, training and management of the Ministry’s civil personnel.

 Department of Housing, Planning & Urban Development

•This department is responsible for creating a sustainable low-cost public housing.

•The Department is also responsible for implementing urban planning and development programs and assisting local governments in enforcing zoning regulations.

•This department is also mandated in issuing construction permits for all unincorporated lands located outside city limits.

 Buildings Technology Research Center  

•The establishment of the Building Research Center will encourage home grown building technologies to alleviate housing shortages.

•The Center will liaison with international donors and regional building research centers for assistance in decimating information on new technologies in a timely manner.

•The Center will be partially funded by the building construction industry.
